Fire Risk Assessment Qualifications
The FIA is introducing a new pathway of FireQual regulated qualifications in fire risk assessment, providing a clear route for fire risk assessors to develop and demonstrate their knowledge, skills and competence from Foundation through to Advanced level.
The pathway will consist of three qualifications:

Level 3 Certificate in Foundation Fire Risk Assessment

Level 4 Certificate in Intermediate Fire Risk Assessment

Level 5 Certificate in Advanced Fire Risk Assessment
The qualifications are designed to provide a clear progression route, from developing the foundation knowledge and skills required for fire risk assessment through to demonstrating competence at intermediate and advanced levels.
The pathway will be supported by FIA training and assessment options as the programme develops.
Already an experienced fire risk assessor? You don't need to wait.
You do not need to wait for the full FIA training pathway to be introduced before gaining a qualification.
If you already have the appropriate knowledge and experience, you can enter the pathway at the level appropriate to your competence.
The Level 4 assessment route is available now, allowing experienced fire risk assessors to demonstrate their existing competence and work towards the FireQual Level 4 Certificate in Intermediate Fire Risk Assessment without undertaking FIA training first.
The Level 5 assessment route will follow, providing the same opportunity for suitably experienced assessors working at an advanced level.
A complete pathway - being introduced in stages
Level 4 is the first step in the launch of a much wider FIA fire risk assessment programme.
The full pathway is being introduced in stages, with assessment routes for experienced fire risk assessors launching first, followed by dedicated FIA training programmes.
Level 4 Certificate in Intermediate Fire Risk Assessment
Available now - Assessment Route
The FireQual Level 4 Certificate in Intermediate Fire Risk Assessment is the first qualification available through the new FIA fire risk assessment pathway.
This is currently an assessment-only route and is intended for fire risk assessors who already have the appropriate knowledge and experience and are ready to demonstrate their competence through formal assessment.
No training is included as part of the current Level 4 assessment route. Candidates should therefore ensure that they have the necessary knowledge and practical experience before registering.
Successful completion of all required assessments will lead to the FireQual Level 4 Certificate in Intermediate Fire Risk Assessment.
Level 5 Certificate in Advanced Fire Risk Assessment
Coming soon - Assessment Route
The FireQual Level 5 Certificate in Advanced Fire Risk Assessment will provide the next stage in the FIA's fire risk assessment qualification pathway.
Initially, Level 5 will be offered as an assessment-only route for experienced fire risk assessors who are ready to demonstrate their knowledge, skills and competence at an advanced level.

Level 3 Certificate in Foundation Fire Risk Assessment
Coming in 2027 - Training and Assessment
The FireQual Level 3 Certificate in Foundation Fire Risk Assessment will provide the starting point for the FIA's fire risk assessment qualification pathway.
Unlike the initial Level 4 and Level 5 routes, Level 3 will combine FIA training with assessment, providing structured learning before candidates undertake the assessments required for the qualification.
It will be suitable for those looking to develop their knowledge and skills in fire risk assessment and begin their progression through the qualification pathway.
The FIA expects to introduce the Level 3 training and qualification in early 2027.

Training will follow
The launch of the Level 4 assessment is the beginning of the FIA's new fire risk assessment qualification pathway, not the end of it.
Following the introduction of the Level 4 and Level 5 assessment routes and the Level 3 training programme, the FIA plans to introduce dedicated Level 4 and Level 5 training programmes with assessment, creating a complete training and qualification pathway from Foundation through to Advanced level.
This approach means experienced fire risk assessors can access regulated qualifications now, while those who require structured training will increasingly be able to progress through a complete FIA training and qualification pathway as it is introduced.
