The FireQual Level 4 Certificate in Intermediate Fire Risk Assessment is a nationally recognised, Ofqual-regulated qualification designed for experienced Fire Risk Assessors who wish to demonstrate their competence against the requirements of BS 8674:2025 – Framework for Competence of Individual Fire Risk Assessors.

Unlike a traditional classroom-based course, this qualification has been developed specifically for professionals who already possess the knowledge, skills and practical experience required to undertake Intermediate Fire Risk Assessments.

Rather than attending taught sessions, candidates complete a structured online assessment programme supported throughout by an allocated FIA assessor. Using our online assessment platform, candidates work through a series of assessment activities, realistic scenario-based case studies and evidence submissions that demonstrate their competence against the qualification's learning outcomes.

This flexible approach enables experienced professionals to gain formal recognition of their competence while continuing in their normal role.

If you are new to Fire Risk Assessment, we recommend first completing the FireQual Level 3 Certificate in Foundation Fire Risk Assessment before progressing to this qualification.

The FIA FRA Level 3 course will be available in the New Year

This assessment route has been designed for experienced professionals who are already undertaking Fire Risk Assessments on buildings presenting a moderate level of fire risk.

It is particularly suitable for:

  • Independent Fire Risk Assessors
  • Fire Safety Consultants
  • Fire Safety Managers
  • Responsible Persons who regularly undertake Fire Risk Assessments
  • Facilities Managers with responsibility for fire safety
  • Experienced fire safety professionals seeking a regulated qualification

This qualification is not intended as an introduction to Fire Risk Assessment. Candidates are expected to already possess the practical experience and underpinning knowledge required to work at Intermediate level.

If you are new to Fire Risk Assessment, we recommend first completing the FireQual Level 3 Certificate in Foundation Fire Risk Assessment before progressing to this qualification.

Candidates will normally hold:

  • FireQual Level 3 Certificate in Foundation Fire Risk Assessment

or

  • another qualification accepted by FireQual as meeting the entry requirements.

Applicants without the Foundation qualification may still be eligible through FireQual's Accreditation of Prior Experiential Learning (APEL) process, subject to meeting FireQual's requirements.

Candidates should also:

  • be actively undertaking Fire Risk Assessments;
  • have experience of assessing moderate-risk premises;
  • have access to suitable workplace evidence;
  • be able to produce Fire Risk Assessment reports independently.

Following your booking, you will receive access to the FIA online assessment platform together with your login details and guidance on getting started.

The qualification begins with the Accredited Prior Experiential Learning activity, where you will upload information about your qualifications and experience. This enables your allocated assessor to understand your background and determine that this qualification is suitable for you.

You will then work through a structured online assessment programme consisting of evidence-based activities designed to demonstrate your competence against the qualification requirements.

Assessment activities include:

  • Scenario-based case studies
  • Written assessment exercises
  • Fire Risk Assessment reports
  • Reflective explanations of your decisions and recommendations

Your assessor will review each submission, provide feedback where appropriate and confirm when the required assessment criteria have been achieved.

The qualification is assessed on a Pass/Fail basis.

  • Recognising when specialist advice is required
  • Producing suitable and sufficient Fire Risk Assessment reports

Assessment Activities

This qualification is assessed through a structured programme of online assessment activities designed to demonstrate your competence.

Activities have been developed to assess the practical application of knowledge and professional judgement, rather than simply testing theory.

Assessment activities may include:

  • Realistic scenario-based case studies
  • Written assessment exercises
  • Fire Risk Assessment reports
  • Supporting workplace documentation
  • Reflective explanations of professional decisions

All evidence submitted must be your own work, capable of verification and be no more than 18 months old.

Successful candidates will demonstrate that they can:

  • Apply fire safety principles when undertaking Intermediate Fire Risk Assessments.
  • Interpret and apply current legislation, guidance and British Standards.
  • Identify fire hazards and evaluate fire risk.
  • Recommend suitable and proportionate fire safety measures.
  • Assess passive and active fire protection measures.
  • Evaluate fire safety management arrangements.
  • Recognise the limits of their own competence and identify when specialist advice is required.
  • Produce professional Fire Risk Assessment reports that are suitable, sufficient and proportionate.

Because this is an online assessment programme rather than a classroom course, candidates can complete the qualification alongside their normal work commitments.

Every candidate is allocated an experienced FIA assessor who will support them throughout the qualification.

Your assessor will:

Although this is not a taught course, you will receive support throughout your assessment journey.


Continuing Professional Development (CPD)

Participation in this qualification contributes towards your Continuing Professional Development (CPD).

The FIA will confirm the number of CPD hours awarded in accordance with its current CPD policy.

This is an Ofqual-regulated qualification awarded by FireQual.
