Property managers fined and given suspended prison sentences following fire safety breaches in Windsor

Two managers of a mixed-use property in Windsor have been fined and handed suspended custodial sentences after pleading guilty to multiple fire safety offences following a prosecution by Royal Berkshire Fire Authority.

Mr Vi Ciong Tang and Ms Ming Zhou were ordered to pay more than £9,200 after an investigation by Royal Berkshire Fire and Rescue Service uncovered serious fire safety failings at a property above a restaurant on St Leonards Road, Windsor.

At Reading Crown Court on 22 May, both defendants pleaded guilty to eight offences under the Regulatory Reform (Fire Safety) Order 2005. They each received a 14-week prison sentence.

The investigation identified a number of significant fire safety deficiencies within both the commercial and residential parts of the premises. These included the absence of a suitable fire detection and warning system, inadequate emergency lighting, and fire doors that would have compromised the means of escape in the event of a fire.

Fire safety officers also found that minimum standards relating to fire, electrical and gas safety had not been met throughout the building.

Tang was fined £2,400, while Zhou received a fine of £1,650. Both were also ordered to pay legal costs and a victim surcharge, bringing the total financial penalty to £9,250.

The case highlights the importance of ensuring fire safety measures are properly maintained and that those responsible for premises meet their legal duties under fire safety legislation.
