New and Updated HRB Fire Safety Guidance Documents Issued by CLC

The Construction Leadership Council (CLC) has published two new guidance notes covering the Fire and Emergency File and the Building Regulations Compliance Statement for Building Control approval applications relating to new Higher-Risk Buildings (HRBs).
The guidance provides detailed information on the preparation, content and management of these key documents, which form an essential part of Building Control Approval (Gateway 2) applications and the subsequent Completion Certificate (Gateway 3) process.
To support implementation, the guidance is accompanied by practical examples, including a model Fire and Emergency File structure and content template, together with a sample extract of a Building Regulations Compliance Statement.
Feedback from the Building Safety Regulator (BSR) indicates that, although the quality of submissions is improving, deficiencies within Fire and Emergency Files and Building Regulations Compliance Statements continue to contribute to the rejection of some applications. It is therefore essential that these documents clearly explain the design and technical approach adopted by applicants and provide robust evidence of the risk assessments undertaken, particularly in relation to fire safety and structural integrity.
The new publications build on the wider suite of CLC guidance, updated in December 2024, which supports both applicants and assessors involved in Building Control applications for new Higher-Risk Buildings.
