The FIA advises that the following documents have been issued for consultation by the Ministry of Housing, Communities & Local Government (MHCLG). We encourage all members to review the drafts and share their expertise to help shape future fire safety guidance in the UK.

How to take part

Submit your response by filling in the Excel document form for the guidance you would like to comment on. Please do this in a concise manner of 150 words or less per comment and send all responses to [email protected].

We have attached the Principles of Fire Safety guide draft to this email for reference. Please note this has already been out for comment, MHCLG are not seeking further comment on this guide, it is just to allow you to cross reference with the premises specific guides. This will also be amended following the resolution of comments following the engagement ran in 2024.

Guide to Fire Safety Measures for Persons with Duties: Theatres, Cinemas and Similar Premises

This document outlines legal responsibilities for fire safety, based on the Regulatory Reform (Fire Safety) Order 2005. It covers key duties such as conducting and reviewing fire risk assessments, implementing and maintaining fire precautions, ensuring escape routes are clear, providing staff training, and having proper fire detection and firefighting equipment.

Members are encouraged to share their experience and knowledge to influence future regulations. Please note the closing date is 09/01/2026.

Guide to Fire Safety Measures for Persons with Duties: Transport Premises and Facilities

This is a UK government publication providing guidance on fire safety for transport-related buildings, outlining the legal duties of those in charge. It details the legal requirement to conduct a fire risk assessment, which involves identifying hazards, assessing risks to people, implementing preventive and protective measures (like fire alarms, escape routes, and emergency lighting), and providing a fire emergency plan, staff training, and record-keeping.
