Fire Enforcement Notice Served on Hinkley Point C Contractor
The Office for Nuclear Regulation (ONR) has issued a fire safety Enforcement Notice to Bylor JV, the joint venture between Laing O’Rourke and Bouygues Travaux Publics, after identifying significant shortcomings in fire safety arrangements at the Hinkley Point C construction site.
During a targeted fire safety intervention, ONR inspectors found that Bylor had not established or maintained suitable arrangements for the planning, organisation, control, monitoring and review of required fire safety measures. With many buildings at an advanced stage of construction, these deficiencies resulted in inadequate general fire precautions, including the absence of a compliant emergency lighting system.
The Enforcement Notice has been served under the Regulatory Reform (Fire Safety) Order 2005.
While no harm occurred to workers, the public or the environment, the ONR concluded that the identified failings created a potential for serious injury, warranting formal regulatory action. Bylor JV is now required to complete the necessary improvements by 30 June 2026 and must ensure that risks are appropriately managed in the interim.
