Draft For Public Comment (DPC's) of PAS 9970 -1 and PAS 9970-2 Now Out and Open for Public Consultation

Draft versions of parts 1 and 2 of PAS 9970 Fire Safety in Construction have been drafted and are now available for public comment. Closing date for responses is Wednesday 18th March. These sections are particularly intended for use by manufacturers, suppliers and system specifiers, this would also be of use for installers and construction site managers responsible fire safety.
PAS 9970-1:2026 Fire safety in construction – Organisation and site fire safety – Code of practice:
Provides guidance on the management of fire safety on construction sites. It applies to projects lasting more than 30 working days with over 20 workers on site at any one time or exceeding 500 person-working days. The PAS sets out recommendations for contractors on implementing proportionate fire safety arrangements, including the development of fire safety management systems to address both organisational and site-specific risks.
PAS 9970-2:2026 Fire safety in construction – Design and installation of temporary fire alarm systems – Specification:
Establishes requirements and performance criteria for life-critical fire detection and fire alarm system (FDAS) products intended for temporary use during construction works. It is primarily aimed at manufacturers, suppliers, and specifiers, and will also be relevant to installers and site managers with fire safety responsibilities.
PAS 9970-2 applies solely to temporary installations and does not cover permanent systems or determine the suitability of specific features for individual projects. It also draws attention to the requirements of the Construction (Design and Management) Regulations 2015 in relation to fire safety responsibilities.

The FIA will be holding a Special Interest Group (SIG) on Monday 16th March to gather member feedback and develop an informed FIA position on the consultation, ensuring that both proposed publicly available specifications are practical, fit for purpose, and deliver meaningful improvements in fire safety on construction sites. The deadline for comments to be submitted is by close of business on Wednesday 11th March, so please ensure you register your interest as soon as possible in order to receive the draft copies along with the comments template sheet. Those who have registered interest and submitted comments will then be added to the meeting distribution list.
