Places for People has launched two major procurement frameworks worth £600 million to tackle housing repairs and fire safety under the newly introduced Procurement Act 2023. Covering everything from cladding remediation to passive and active fire protection, these frameworks open the door to suppliers across the UK, while reflecting a broader commitment to reforming public sector procurement.

Places for People has announced two major procurement programmes totalling £600 million: a £120 million framework focused on fire safety, and a £480 million housing repair initiative.

The housing repairs framework is set to run until 1 April 2030 and will apply to properties across England and Scotland, excluding the South East region.

In parallel, procurement has begun for a new fire safety framework that will cover a range of services, including fire risk appraisals, cladding remediation design, cladding replacement, and the installation of both passive and active fire protection systems.

Procurement Act 2023 to Govern Frameworks

Both frameworks will be delivered under the Procurement Act 2023, which came into effect in February. The Act is intended to modernise public sector procurement, introducing more adaptable processes for organisations across the UK.

Key stakeholders in this reform include local authorities and housing associations, with the legislation applying to all public contracting authorities.

Alan Heron, director of procurement at Places for People, emphasised the wider ambition to support reform in housing sector procurement:

Increased Demand Driving New Repair Contract

The organisation’s latest annual report revealed that 54,000 more repairs were completed in 2023–24 than initially projected. This rise in demand is one of the key factors behind the development of the new national repairs framework.

Meanwhile, Fusion21 has also confirmed its supplier list for a separate £1.5 billion decarbonisation framework, which, like the Places for People contracts, is being delivered under the provisions of the Procurement Act 2023.
