As of 31st March 2025, the Regulator of Social Housing (RSH) has published the latest data from the Fire Safety Remediation Survey, revealing the scale of fire safety challenges, and progress, across social housing stock in England.

Key Figures from the Survey

  • Registered providers of social housing reported responsibility for 17,391 residential buildings over 11 metres in height.
  • Of these, 2,657 buildings (15%) were identified as having life-critical fire safety defects related to the external wall system (EWS).
  • Progress is underway, with 1,148 buildings (43%) of those affected already having remediation works started or completed.

About the Survey

The Fire Safety Remediation Survey was issued to gather data on 11m+ residential buildings where registered providers (RPs) act as the Responsible Entity. These figures are based on building-level data, as submitted to the Ministry of Housing, Communities and Local Government (MHCLG), rather than aggregate returns.

While Local Authority Registered Providers (LARPs) were encouraged to participate voluntarily, 548 RPs were formally invited to respond. Of these:

  • 539 providers submitted responses
  • 107 confirmed they were not responsible for any 11m+ buildings
  • 432 providers reported responsibility for at least one building of this height

It's worth noting that 939 smaller providers were excluded from this round, having previously indicated no responsibility for buildings above 11 metres.

Breakdown of Responsible Entities

Among the 432 providers with relevant building stock:

  • 200 providers were responsible for more than five buildings
  • 232 providers were responsible for five or fewer buildings each—these have been grouped under “Other RPs” in accompanying data tables to protect anonymity, especially where life-critical fire safety defects are present

Detailed Insights Provided

The data release provides further breakdowns in several key areas:

  • Assessment activity: Number and proportion of buildings with recent building works or specialist assessments, including Fire Risk Appraisals of External Wall Systems (FRAEWs)
  • EWS defects: Buildings identified with life-critical fire safety defects since June 2017 and following the most recent assessments
  • Remediation progress: Number and proportion of affected buildings where remediation has been completed, begun, planned, or remains uncertain

This release focuses solely on building-level data, and figures may differ slightly from those in the aggregate-level Fire Safety Remediation in Social Housing in England dataset published separately by the RSH. Such differences reflect minor inconsistencies in data submissions from a small number of providers.
