Government policy is that fire safety legislation can only be concerned with the protection of life from fire. This includes building regulation and legislation that applies to existing buildings such as the RR(FS)O in England and Wales.

Protection of the property is a matter for the property owner and, where the property is insured, the insurer. Protection of the environment is not a matter for fire safety legislation (but may be within the scope of other legislation).
